Mr. Romain Galgani, Data Expert with the World Bank presenting findings to the Chief Justice
KAMPALA: A team from the World Bank Group on Friday August 2, 2019, presented to the Chief Justice, Hon.Justice Bart M. Katureebe, proposals of improved data management strategies as part of a wrap of their week-long data review and enhancement mission.
In a meeting attended by the Principal the Judge, Hon. Justice Dr Yorokamu Bamwine,other senior Judicial Officers and officials from Uganda Bureau of Statistics(UBOS), the World Bank team identified five key areas for improvement.
In a presentation made by Mr. Romain Galgani, a Data Expert from World Bank, the need to identify performance evaluation tools would help agree on key indicators of interest and format of the tool.
Key among the areas that need improvement is mapping of existing data systems.
He highlighted the need to improve data collection and monitoring processes."It is important to share data on performance with judicial officers to foster a data-driven management environment within the Judiciary."
Other areas of improvement included creating informative content for communication."Publish content on the Judiciary website and social media...and using qualitative information from Monitoring & Evaluation reports.
It was proposed that the diagnostic capabilities of the Judiciary be strengthened to make uniform statistics reports.
"Add indicators and figures to effectively and accurately identify challenges...support the development of a methodology to include case weights in descriptive statistics," Mr. Romain stated.
He recommended the strengthening of collaborations with UBOS to improve statistical report quality.
One of the challenges highlighted was the lack of detailed data from courts that do not use the Court Case Administration System (CCAS).
"Information about case position is not available. The short-term solution is to introduce a case level Excel data collection tool."
For Courts with CCAS, it was proposed that a monitoring dashboard be adopted with an objective to assess data entry performance.
The Executive Director of UBOS, Dr. Chris N. Mukiza, said there was need for more personnel, equipment, improved infrastructure and office space to foster development of statistics for the Judiciary.
The Chief Justice thanked all participants for taking part in the meeting,which he said, would be a basis for further discussions in the quest for accurate statistics.
"This is a very good day for us and we shall be in touch with UBOS and the World Bank to make sure that at the end of the year when we review ourselves it is against accurate statistics."
The World Bank is working with the Judiciary by undertaking a Public Expenditure and Institutional Review of the Judiciary to provide options for improved technical and allocative efficiency and enable the institution to contribute to economic development
